The Spectrum Management Framework paper is the first in a series that will look at the legislative framework that underpins spectrum management in Australia. The focus of this paper is on the objects ofthe Radiocommunications Act 1992 – their history, structure and whether they continue to be an effective guide for spectrum management in a changing world.
