Have your say: Carbon Emissions (ANREU) Act

First 5000 members are invited to have their say on the Australian National Registry of Emissions Units (ANREU) Act 2011.

The ANREU was established under the Commonwealth’s executive power to meet one of Australia’s commitments under the Kyoto Protocol. It is an electronic system that ensures accurate accounting of the issuance, holding, transfer, acquisition, cancellation, retirement and carry-over of Kyoto units.

The Act provides a legislative basis for the Registry and gives effect to Australia’s on-going obligations under the Kyoto Protocol. It also enables the Registry to track the location and ownership of Australian carbon credit units generated under the Carbon Farming Initiative.

Amendments to the Act included in the clean energy package of legislation will enable the ANREU to act as the Registry for carbon units issued under the carbon pricing mechanism.

The amendments also insert further safeguards against fraud and crime to ensure the integrity of the ANREU and the programs it supports, and provide for the administration of the Registry to transfer to the Clean Energy Regulator. The Regulations will be amended in due course to give effect to these changes.
